Powder Coating is a dry paint in powder form applied with a specialized paint gun that puts a negative charge on the particles as they travel towards the part to be finished.   That part is grounded and because the particle is negative it sticks to dissipate the charge.  Think of shuffling your feet on carpet and touching a door nob, similar effect here.
